  1.                     RockLink(tm) User Policy and Practices
  2.                          Revised  DECEMBER, 1995

  5. RockLink is a network of bulletin board systems that share common message
  6. conferences, which are echoed between these bulletin boards via respective
  7. Hubs.  This network is a voluntary service provided by participating System
  8. Operators, their respective bulletin board systems, and the Boston Rocks BBS.

  13. The following rules and regulations are applicable to all participants of
  14. the RockLink(tm) message conferences.
  15.  
  16. These rules are NOT made to be harsh, but simply to provide control over
  17. a large grouping of independent systems within the RockLink environment.
  18. These rules are NOT meant to tell you how to run your own system, rather
  19. they are set forth to maintain consistency among member systems.
  20.

  23. 1.  Flaming or similar personal attacks on this network are prohibited.
  24.     Derogatory racial, ethnic, or other such remarks will not be tolerated
  25.     and are grounds for expulsion from the network.
  26.  
  27. 2.  No abusive or offensive language is allowed, and no abusive, offensive
  28.     or lewd graphics are allowed and are grounds for expulsion from the 
  29.     network.
  30.  
  31. 3.  Real names must be used.  No ALIASES or HANDLES are allowed in any
  32.     network conferences, except the "At the Bar" Adult Alias conference and
  33.     Teen Chat conference.
  34.  
  35. 4.  No illegal activities will be tolerated, including, but not limited to,
  36.     PIRACY, PHREAKING, or other CRIMINAL ACTIVITIES in violation of any and
  37.     all laws in the Commonwealth of Massachusetts or any other state, union
  38.     or sovereign nation.  BOSTON ROCKS, its owners and/or its operators
  39.     may not be held responsible for any action that is take by any law
  40.     enforcement agencies because of messages originating from or appearing
  41.     in the message conferences that comprise RockLink.  Boston Rocks and
  42.     all member boards agree to cooperate fully with any legitimate law
  43.     enforcement agency in any investigation pertaining to the messages
  44.     within this network.

  46. 5.  Messages on this network are public and accessible to every user on
  47.     every node of this network.  Limited access to some conferences will
  48.     be based on security level.  The Administration conference should be
  49.     restricted to SysOps only.  Remember that even "private" messages can
  50.     usually be read by other SysOps or Co-SysOps.  It is your legal
  51.     obligation to inform and remind users of this.
  52.     
  53.     Network SysOps have the ability and responsibility to monitor the
  54.     messages routed through their Hubs and Nodes, and are responsible 
  55.     for "policing" their own system's users.
  56.  
  57. 6.  Messages may be of any length if the matter contained within the message
  58.     warrants it.  Excessive quoting is not permitted.  Recommended maximum
  59.     message length allowed is 99 lines.  Please do not quote taglines.
  60.  
  61. 7.  Messages should be contained within suitable conferences that address
  62.     the subject thread.  Continuous posting of off topic messages will not
  63.     be tolerated.
  64.  
  65.     Conference Moderators, appointed by the Network Administrator, have the
  66.     right and obligation to monitor for such activity, and take whatever
  67.     action is deemed appropriate, including, but not limited to, requesting
  68.     that a SysOp electronically "bar" or suspend a user from RockLink either
  69.     permanently or for a specified period of time.  Failure of a RockLink
  70.     member system to act on a Moderator's request is reason for appeal by
  71.     the Moderator to the Network Administrator for further action,
  72.     including, but not limited to, the possible suspension or expulsion of
  73.     the system from the network.
  74.     
  75. 8.  Any user found to be in violation of any network rule will be issued a
  76.     warning, and/or on the judgement of the Network Administrator, be
  77.     prevented from accessing any or all network conferences from ALL network
  78.     nodes.  In other words, a "Behave or Be Gone!" policy should be adhered
  79.     to by all nodes and hubs in RockLink.

  81. 9.  No warranties expressed or implied, are made by the network or by any
  82.     participating nodes regarding the contents or subject matter contained
  83.     within network messages.  Boston Rocks, its operators, or owners assume
  84.     no responsibility for any damage to or actions take against a member
  85.     system because of messages carried in this network.

  87. 10. The right to participate in the entity known as RockLink is at the sole
  88.     discretion of the Network Administrator or his appointed delegates.
  89.     The only recourse to appeal any decision is to appeal directly to the
  90.     Network Administrator.  ALL DECISIONS MADE BY THE NETWORK ADMINISTRATOR
  91.     ARE FINAL.  You and your users are granted access to this network by
  92.     the Network Administrator or his delegates.  This privilege may be
  93.     revoked at any time without prior notice.  This should only happen if a
  94.     flagrant violation of the policy is determined.  No system is guaranteed
  95.     the right to carry or participate in RockLink or any of its conferences.

  97. 11. The Network Administrator may, at his discretion, assemble a body of
  98.     member systems to form a Committee to oversee the operation of RockLink.
  99.     This Committee shall have the vested power to make any and all decisions
  100.     regarding the rules of and operation of the network with the same 
  101.     authority as if these decisions were made be the Network Administrator.
  102.     However, the Network Administrator maintains the right and power to veto
  103.     any and all decisions made by this body.  The Network Administrator will
  104.     appoint the members of this body to their respective posts.  The Network
  105.     Administrator also reserves to right to remove a member from, or disband
  106.     the Committee in it's entirety.  If the Committee so chooses, future
  107.     appointments to this Committee may be made by a vote of the current
  108.     members of the Committee in which majority rules, again subject to final
  109.     approval by the Network Administrator.

  111. 12. All Policy and Practices revisions, deletions or changes will be made by
  112.     the Network Administrator and/or the Administrative Committee, subject
  113.     to the Network Administrator's approval.
  114.  
  115. 13. All systems applying for Hub status are required to carry all conferences
  116.     available on the network, and to poll their Hub daily for new mail.   Any
  117.     Hub not in compliance may be dropped to Node level.  Exceptions may be
  118.     made by the Network Administrator on a case-by-case basis.  Nodes are
  119.     only required to carry the any conference marked Mandatory in the
  120.     conference list, and may poll their Hub for mail as little as twice a
  121.     week (although daily is encouraged).  RockLink has NO "minimum # of
  122.     lines" requirement for our member systems as of the date of the policy,
  123.     and plans no such restriction in the future.
